He continued his profession in the Northern Mariana Islands as a Project Coordinator for the Public-School System. Then returned to Chuuk in 1997 and became the Lt. Governor under the Walter-Sound Administration for two terms but had to relocate to Honolulu, Hawaii due to health issues. Despite his illness, he continued to be an influential leader in the Micronesian Community in Honolulu, Hawaii. He belonged to the Micronesian United (MU), Micronesian Community Network (MCN), and Micronesian Health Advisory Coalition (MHAC). In his last effort, he built a relationship with House of Rep. John Mizuno, Senator Glenn Wakai, and others in the State Government to address the challenges that Compact of Free Association (COFA) Migrants face in Honolulu. In his last testimony and effort for the people of Micronesia, he implored the State of Hawaii not to move forward with the Basic Health Hawaii (BHH) healthcare as in his own word it was a death sentence for him. His doctor’s visitations and medications necessities were more than the limitation set in the BHH. Mr. Sound was a dialysis patient for more than 16 years until he passed on May 26, 2018.
He will always be remembered by family, friends, and colleagues, for his unwavering commitment to helping Micronesians and advocating for the advancement of his home state of Chuuk.
